Depends on the clients needs and budget. Most of the time WordPress can do pretty much everything the client needs. Also a custom CMS is a great way to go if your client has the budget to go 100% custom.

As a web designer, I use different tools than a developer (more coding oriented) would use. I use Adobe Muse for creative sites that have a lot of artistic flexibility. We use WordPress for more structured sites that need a lot of functionality, we are Shopify Partners (Set-up Experts) for e-commerce and we are Weebly partners, for smaller companies who want something inexpensive but with the option for great support.

Umbraco... best platform out there, hands down. It's built on the Microsoft.NET MVC framework and is 100% customizable. WordPress is not really a development platform, since the base of its technical offering requires plug-ins that are pre-developed. Changes or fixes to plug-ins can lead to frustration when the developer can't be reached or isn't interested in implementing changes you'd like in the plug-in. It depends on the project. Mostly WP. Woo Commerce for E-Commerce dev.

I am not sure if you are referring to design tools or web development tools? If you are asking about creative design specifically then I recommend gearing this question to Web Designers.

In our case, we find that web designers use different tools, each designer is comfortable with their tools and then export it into formats that web developers can work with.

If you want to keep costs low and not pay for an original web design, then you can start with website templates for different type of platforms (WordPress, Drupal, WooCommerce, Magento and others).... (more)
