WOW! Amazingly! Many missed the concept of your question.

Updating website is very different from adding content to website. Now we have that matter out of the way let's talk about website updating in specific.

The number one rule for updating, upgrading or revamping your website is.... Drum-roll PLEASE!.... There is no rule or time frame.

As some others have pointed out, website update & upgrade cover not only content but also design & functions. (as well as the software). While it's true that there is no rule (it all depends on your business growth), there are some basic standards you can follow.

You should always update your website. I get the concept of maintenance vs redesign, but that philosophy may not be the best approach in today's climate.
