The most important is qualification: Does the referral really have the need and means to "buy"?

I would add to any strategy or plan "Ideal" or "Target" customer/client profile. To determine that, describe as many ways as you can (quantitatively and qualitatively) a potential customer/client that really UNDERSTANDS the value of your offer and CAN AFFORD & GENERATE EXCEPTIONAL ROI (compared to alternatives) on buying your offer and becoming a loyal client/customer. This depends on you knowing your market and customers. That Ideal or Target profile are the characteristics of a "good referral."
