Ms. Jane Tauer , like you we are confronted with similar issues. Illegals quote for jobs just to earn a day's wages. The additional burden of workers comp, disability, GC insurance, wages additives etc. has no bearing on illegals income. Added to that, the present economic climate does give client the option to go for the low cost whether they are licensed or not. Been doing this for 25 years. Take some time and write out (not think about it) who your best customer has been over the years. Profile them. Then go through your job files and invoices over the years and pin point the neighbourhoods they reside in. Target those neighbourhoods with your advertising in print media or postcards. WHY - because these neighbourhoods recognize quality work and legal bona fides. They dealt with you, correct? You do high quality work , correct? you are both on the same wavelength.
