I believe the most effective way to reach new clients, really depends on what you are selling. Not every customer acquisition channel works for every business. If you are a service oriented business (which I am assuming based on your use of the word client) then building relationships with customers and referrers are at the heart of lead generation - and yes I am assuming that you know who your target customer is. It really depends on who you want to target and the $ you can spend generating leads.

On segment like "Wealth Management" / "B2B IT" / "Commercial Banking", when there are lots of prospects on Twitter ;-), and the customer life time value is >$25K, I highly recommend using Twitter "social selling".

You have to be focused on a group of prospect, consistent (20mn per day) and you have to measure but if you do this right, it is a good approach.
