Mike,
The Small Business Development Center (SBDC) is a free service sponsored in part by the US Small Business Administration (SBA). They have hundreds of centers throughout the country, typically co-located on college campuses. Each center is staffed by Business Advisors who can provide a template and then work with you on completing a marketing plan, financial projections with supporting narrative, and review the things you will need to give yourself the best chance of getting approved for financing. They don't do the plan for you, they work with you to develop a plan which typically benefits from their advice and counsel. Many lenders like to see that a prospective start up business has utilized the services of the SBDC or SCORE (which is also aligned with the SBA) since it typically demonstrates a higher level of due diligence on your end where a prospective lender is looking at the cash flow you are projecting as their primary source of repayment. SBDC advisors can also help identify prospective lenders in your area that may have an appetite for financing start ups (since a number of lenders will not as a matter of policy). Good luck!
