Lower taxes are always better since refunds are from money you are loaning the IRS interest free. The best situation is to owe the IRS as little as possible on April 15th or owe nothing and have no refund coming to you. In that case you have paid as little as possible in taxes. The only exception is to have a refundable credit being paid to you without you owing any in taxes such as Additional Child Tax Credit.
