When acting as the main source of communication between providers and members—what type of communication is best? Email? Phone call? Carrier Pigeon?

I would say try with a phone call first, leave a voice message and ask then to call back. If you don’t get an answer then do text message ( that is the quickest way these days if the patient is into text messaging). If not, email.
Like that you have proof of trying to reach them three different ways. No personal info in the email though.
