Yes, the reason being. You cannot be sure that the work is quality.  If you promote your self of producing a quality work, then you should expect the subs, or your people to  produce a quality work.  Even if you have to hold part of the pay until it has been okayed.  Then if there are any corrections, then you would have to decide how you were going to resolve this.
