I offer discounts but I find that keeping customers happy to provide great word of mouth marketing is better than paid ads. Discounts are tough because it usually just attracts "Groupon-ers" who will only go to a place if they can get the discount and are not repeat customers. I use my marketing budget for community events and charity event donations which provides great word of mouth.
I agree with Jesus. The what works and what doesn't work are almost identical for me.
My biggest return for my time and money is the local chamber of commerce. But it's like a gym membership, you have to be active and participate to see results.

If you have a "taste of" your City event, participate in that. It's handing out samples to a much wider audience than just your store and I imagine once they have a bite you'll have them hooked
