Making a blanket statement could keep people on guard against cell phone use becoming a distraction.  I tend to use my phone in meetings to take notes. My sound is off and I answer no incoming calls and try to stay to the tasks at hand. By mentioning this at the start of a meeting invites others to follow along. One has to monitor between maintaining a professional presence and becoming a source of distraction for others. Perhaps cell phones off is the best choice.
