You'll need to first secure a spot at a commissary or commercial kitchen before you do anything; I wouldn't risk working out of your home, because most health departments frown on it. The best way to build your business would be old-fashioned marketing--sending flyers to businesses...

The best way to build your business would be old-fashioned marketing--sending flyers to businesses that use caterers and inviting them for a free sampling. From there, your business will build through word of mouth.
