How do you help students understand that bullying is never acceptable, even if they are being bullied themselves?

Children need to be taught that we are all different, thus acceptance of all is important. We agree to disagree in a mature fashion. We will not necessarily see eye to eye on subjects and ideas but we should be accepting of other's cultures and the way they were raised. You can listen and learn but not necessarily agree with others. If children do this, the bullying should not even be existent.
