This topic has been talked about in a couple of accounting groups lately. I have a couple of thoughts on this.
They feel like they are losing control. Owners and project managers are used to being in control all (most) of the time. Obviously these are the people we want in those positions because they take ownership and it is their behind to get chewed if something goes wrong. Such as a bill being paid but the subcontractor didn't complete the work or it was subpar, etc.
Some people don't like change. Implementation is gradual and they have to see that it makes sense, usually with a practice run. Show them how it saves them time which = money.
The owner, project manager and/or supervisors have to see/understand that the WIP schedule is valuable information. WIP schedule = money.
Suggestion: Draw out a simple flow chart of what the process looks like, show them the checks and balances (bill entered but not paid until approved by owner or project manager) and how it can improve their cash flow. Visuals can be very effective if clear and precise.
