IMHO Reopening  is based on a society behavioral change to mitigate spreading the virus.

1) For everyone who goes into the public employees and consumers- No Mask, No Service, No Mask Stay Home

2) We need to have testing for both the disease and antibodies readily available

3) Maintain Social Distancing outside and inside businesses and stores

4) WFH as much as possible
