Any underwritten insurance policy asks questions. Helps with better rates and benefits depending on the answers. Guaranteed issue plans already assume you are sick or high risk so you get a high risk rate and basic benefits. I would rather qualify for a better plans by answering questions than have someone assume I am high risk with out asking.
