Both offer the ability to express your vision and expand your knowledge, but it really boils down to what your level of expression you are trying to attain. 

Cell phone cameras are amazing and provide a great bridge into the photography world, but I feel as you progress, eventually you might want to at least borrow someone's dslr and get a feel for it. It may be for you and it may not, but it never hurts to give it a try.
