I don't know of any legal or certification difference. An accountant usually has more training than a bookkeeper such as a college degree. A bookkeeper generally handles daily accounting functions. An accountant generally problem solves accounting issues and supervises a bookkeeper.  A certified public accountant has a college degree and is licensed to practice under state law.
