Since I'm an employee and my hours are cut due to lack of billings from COVID, am I eligible to receive unemployment for the difference I receive in monthly payroll?

It depends state by state, I would contact your CPA and based on hours previously worked and new work schedule will give him the information action he needs to point you in the correct direction.
