YES, IT MAY seem like a bit of chicken and egg, but lets look at the question and goal. The client's goal is to purchase a home. If a client needs to buy a home, the first thing they should do is go talk to a Realtor. The Realtor should be able to explain the whole buying process and this again corresponds to what the client is after. During an initial meeting with the client, the Realtor will find out if there is even a need for a mortgage. Sometimes there is not, another reason why a client looking for a home should go to a Realtor first. The Realtor helps direct the client toward their goal in the most efficient and powerful manner. If the client does need a mortgage, within the confines of explaining the buying process, the Realtor needs to explain the beginning starts largely with getting pre-approved for a mortgage for at least two reasons. You can't go to the store to buy without knowing what's in your wallet (knowing what they can spend) and most all offers will need a pre-approval letter with them to be viable. So in the buying process, bein a powerful buyer, includes having a pre-approval letter in your pocket (so to speak). When the Realtor helps the client find their dream home, they can quickly pull the trigger on it, with confidence.
