For an "on contract webmaster", pay them whatever rate you agree on. You can hire people all over the globe that work at various rates of pay. If you want someone local, you will have to pay the standard local rate.Lot's of people in North America will want to get paid $60 to $120 per hour to do software updates, or $20 to $50 per hour to do 'content updates' (updating text, images, photos, etc.). On the other hand, if you put them on a monthly retainer ("on contract"), and promise to sign up for 1 year, the rates might go way down. There are lots of other variables, like: What Content Management System (CMS) is being used? Are you paying them to update software, or content? Do you need someone with excellent writing and spelling skills? What if they live outside of North America -- is that OK? Get a written Scope of Work statement at a price you can afford.
