Adwords like any advertising medium involves constant monitoring, adjusting and knowhow. Adwords costs are based on a number of criteria including account structuring, bids, account history, quality scores, CTR's and keyword selection.

Jumping right into adwords without any proper account structuring, selection of key-words, negative keywords, or without a decent landing page to send your prospects to, will almost certainly result in an "expensive" account.
