All of the banks are scrambling to get information together as it keeps changing. The best option would be for you to apply with a bank you already have a relationship with. You would want to request to speak with someone on their team who handles business funding and loans, and see how they can assist.

I have heard that larger banks already have the tools to assist in place but may have stricter re-payment terms. I recommend you contact your primary business bank, to discuss your loan options first.

Consider reaching out to Daniel Herzberg in Pleasant Hill.  Recently spoke at length with him and he's got some good ideas on where to find funds to help businesses survive and thrive.  http://optimumbusinesssolution...

Bank of America is way ahead of the other banks for the Paycheck protection loan.  However, it will be easier if you go to the bank where you have an account. You must do it online.

Try California Bank of Commerce

Unfortunately, I've found that most of the smaller banks participating in the CARES program want an existing banking relationship with those to whom they make loans. So if you have a relationship with First Republic or Heritage or River City you should start there.
