Why not get an all inclusive managed service that will either use your Cisco or include phones?  It will be easier both upfront and in future to manage and maintain rather than doing it piece mail... Both are good. EoC is a distance sensitive service so the closer they are the more cost effective and speed you can offer. Fiber is better suited for LIT Buildings, Ones that are farther away from the local CO and for Higher speeds. (more) Both are good. You need to find a way to separate yourself from what everyone else is doing which is asking the same question. The easy answer for them is "We are all set" or "We have someone who handles that" or "We are not interested". Change the approach and do not make it about who they are with or what...
