Supposing you have requirements of an application that need to interact with many users and at the same time it share data with third-party applications running in a heterogeneous environments with multiple security layers. In this scenario you would be better off with custom software. If, requirements are not too complex and covered within the features offered by off-the-shelf software (or SAAS software) then you got a good deal.
However, off-the-shelf (or SAAS) software can easily be replicated so, sooner or later you would see lot of competition. Even though the requirements were simple, many businesses are sticking with custom development to protect their business from getting easily replicated.

We often see wired things done by them on realtor.ca website. For some cases, they post price of property $1 or $10 and not the actual prices. Which is misleading to most. Their explanation is either a typo mistake or to attract more traffic. In actual, typo mistakes never corrected and we wonder, what on earth any one can develop a business on false note or lies. It seems that realtor.ca is unable to prevent such postings on their site and they are least interested in frauds and scams bubbling under their nose. Just for knowledge, realtor.ca is owned and operated by the Canadian Real Estate Association (CREA).
