Do you call the next one on the list when you don't get an answer from a service provider?

I prefer to work with someone I've worked with in the past, followed by someone who was referred to me. Typically, I would call and leave a message. If the call wasn't returned I would try again in a day or two. However, if the situation required immediate attention I would go down the list of qualified service providers.
