Oregon has a long history regarding the control of housing. In 1973, Oregon began state wide land use planning, greatly limiting housing in all of rural Oregon.We are now suffering the effects of very poor planning that allowed for high end housing, but little of the housing we needed, affordable basic housing, for new families, people starting out in careers, and the retired. Jackson County made a very bad decision and agreed to Regional Problem Solving ( RPS.) which made things far worse then much of the housing crisis across California, Washington and Oregon. We need fundamental changes in local planning departments allowing basic housing in both urban and rural areas. The recent action in the state legislature on housing and rent control will not solve the problems.
