I think it's a bad idea. The marketplace must be allowed to speak. Government picking winners and losers is never a good idea, they bring too many prejudices to the process.

It's a double edge sword, owners will end up raising rents the max of 7%every year,plus they will have more rules for tenants to abide by so they will have more reasons to evict people to raise rents to get new renters
