We would advise that you (1) seek a grant writer at this point in the meanwhile to secure the funding you need and (2) attend a grant writing course or seminar which can assist you in developing the skill of writing a grant which will be funded. Did you check with the libraries within your county to see if any are offering a grant writing course (most libraries do)? Getting your funding via a grant writer will get your foot in the door for funding, while you work on your grant writing skills.
