So sorry to hear about your flooding issues. All prior responses are correct it it required to do some due diligence because these things can happen.  I purchased a rental property years ago and knew at the time the property had water issues because of the clear water lines along side the basement walls but it was such a good deal that I proceeded anyway with the purchase and then installed a drain system to control the water and pump it out of the premise.
