(more) Adding and maybe overlapping other comments already submitted: To be a contractor there is of course the contractor license, which requires a bond or general liability insurance.  If a contractor is a shady operator, the bond is usually not enough to cover all their possible liabilities, so look for general insurance coverage.  However, a claim on the bond will put the contractor on the both the government's and the bonding/insurance company's radar and both becomes very interested to the point of taking or possibly suspending that license. Ask the license department for any history of claims made against him and is he in good standing.   How long have they been in business.  A good contractor will provide a list of customers that have had a good experience with him/them.  Be careful to look for time line holes in the list, which may represent where unhappy customers may be found.  Go look at the contractor's work.  It is a monument to their skill level.  Ask where they buy their supplies (paint) and for how long.  Does he pay his bills?  Does he timely pay his workers?  Does he have long term subs that can testify to his positive work practice and timely paying of those bills?   Any good operator can withstand this type of background check.  Any contractor will have a messed up job in their history.  The quality requirement in this case:  Does he clean up or fix his messes?
