My line is to ask "what is your next step". This allows the client to come up with a reason why they aren't booking today and it gives me a chance to respond. Is it time, money, lack of details, other vendors involved, other person making the decision, etc.? By asking, what is their next step, I can help them with that next step by knowing what is holding them back from committing today. Be polite and understand that the person you have been talking to might just be the person gathering information and not the decision maker.
