How do those of you feel about the people (can't call them a business) that are providing a service under the table?

I run an electronics company that does Alarm systems, Telephone/Data systems, and general wiring. So I needed to get an unrestricted low voltage license from the state of GA to comply with state regulations. I had to attend classes, and take a 4 hour exam to prove that I know what I'm doing in order to get my license. But before I could do any of that I had to go through miles of red tape and a process that took me 3 years just to get approved to take the test. The state of GA makes is WAAAAY too hard on those who are trying to go about doing things the right way. And then they don't even enforce the laws for those who are not forming their businesses properly. In my 30+ years in the industry the only time I've ever seen any enforcement of the requirement far having a low voltage license was 2 years ago with a colleague who was in the process of getting his license. When he applied the made him pay a fine because he had been operating without one. Other than that they don't care.
