There is no perfect answer to this question. It depends on location in the country, make up of you town.... on and on like that. There are also tons of people out there all promising that they know the answer to it all.

I run a school of about 150 students. It is as close to being a full time school as it can get with me still working during the day. I tried my best to find what worked the best for us with the lowest cost possible. I avoid phone book listings, direct mailings, and other things that are difficult to track my ROI (return on investment).
Consider reaching your students by various means. I use social media, cards posted in local shops, signs posted on roadways, and of course word of mouth. Connections with schools and special events are great, but these are not always something that are readily available. One event we rarely miss is the Easter celebration at Chick-Fil-A. We put up a table, hand out information, and run a special giveaway where people need to register for a chance to win. We keep these e-mail addresses and announce a winner after the event.
One the people reach us, we direct them to our website or speak with them over the phone or in person. E-mail addresses are the preferred means of keeping in touch with them. We use www.registeredsigns.com for a cheap auto-text responder.
We offer them 6 weeks of classes at $19.99. After they start, we try to convert them to regular students.
