The first Stimulus/Relief package was also eaten up by some big players (such as Harvard University and large Corporations) but were eventually forced to give the money back. The second Stimulus/Relief package has been able to fund more main street type businesses but if you did not give the right information initially and had to make corrections to your application it went into manual review and many are still waiting to be funded. If you haven't applied yet I can help you. We also hope to start conventional lending soon for which many of my clients have been asking.
