I'm wondering if you can develop relationships with vet clinics and pet supply stores in your service area - at least ask to post Fosters Wanted notices on their bulletin boards. Others advise asking how established rescue orgs raise volunteers - that's a great idea - try asking some outside your service area first, for a sense of best practices, then perhaps some that are closer to you.
