I don't think it is a matter of protocols or not protocols. I think like with anything in life, people will make a decision to travel based on their own fear levels of the situation.  Some people still remain at higher risk and some people will be risk takers.  At the end of the day, the return to travel will be on a traveler's comfort level. Only that individual can decide to what they are comfortable with. For some current new protocols will have them ready to pack their bags and for others, they will continue to wait and see the effects first. I know I have many of my clients ready and waiting to travel again.  For me, current protocols are enough for me to travel and feel comfortable discussing travel plans again with clients. However, not each airline, destination, or hotel is necessarily the same, so I do recommend working with a professional who is in touch with the tourism boards.

You are absolutely right there. The risk takers, more then likely, will be the first on the scene. Next to them will be those who will be traveling out of necessity.
