Should cell phones be turned off during meetings?

I believe that cell phones are the necessary evil. To answer the question posed "yes" cell phone usage needs to be curtailed. There is nothing ruder than a person thumbing through their phone in a meeting, it just simply tells the person or persons you are with that they are not important and that your phone takes precedence.
