If you are just being lazy or not willing to invest in strong content then you are running the high risk of damaging your brand.
If you are new then some content is much better than none.
People, for example, freak out about making a YouTube video but you need to start with your first video. The videos will get better as you grow. The value of the content is much more important than the production value.
If you are NIKE then yes people expect a certain quality of marketing. NIKE can't afford to be lazy or go cheap.
If you are new and smaller it is perfectly normal to have small budgets.
