Be straight up with them and let them know you can't keep chasing them. If they don't change fire them! Spend the time you are chasing them down getting new clients.

I like all of these answers, but without knowing your model it's impossible to knowingly give you a good answer.
Are your agents independent? Are they captive to you? Are you talking about W2 employees or 1099 agent/employees? Are they all local? Do they assign commissions to you? What products...

Post it on your website, put your cell number on your cards, etc.
However, I wouldn't do any of this if I were you. As you gain clients you'll naturally be busier and busier. Do you really want to work 18 hours a day?

Let you clients call your office, not your cell. If you give out your cell number you will get calls at all hours, to include times when you're in the middle of presentations.
Just let your clients know you will get back with them within 24 hours from when they leave a message.
Think of it like this. How many professionals don't set specific office hours? Do you want to be a professional?

Other than here where you have already gotten the word out. You could use Facebook to post an event then promote it with just a few bucks. I would also recommend putting it in your promotions on here as when you do that. Alignable sends it out to all of your connections.

At minimum I reach out to my client's every policy review to check in and make sure everything is still working out as expected. To let them know I'm available if they need anything for their policies. I also recommend using something like send out cards for birthdays!

I definitely recommend joining a BNI group to help with networking and gaining some traction with referrals. Are you targetting the entire Health Market are are you simply selling one product?
As it has already been encouraged in the comments below. Really focus what that market is, what age ranges, where do they hangout, where do they go to search online, how do they search, are they attending any associations.
Once you get that down, focus on finding the #1 problem that market is having, then provide a solution. Validate the solution with people in the Marketing, then develop all marketing around that problem and solving that problem (meaning website, phone calls, meet and greets etc). What makes you unqiue compared to others doing it?
I would also suggest maybe using some direct mail companies if you aren't already to help generate some leads and leverage your time. The easiest way to prioritize what you should be doing is putting down all the activities that you do in a day, then, filtering them down into two things, low-value task (that make you no money) and high value task that do make money and gain market traction. Once you've done that you'll know where to focus and who to hire to handle the "admin" type work.
This can hold true in several different industries, not just insurance. Customer's don't want to feel like they are just one of your 100 sales in a week. Customer's come with a problem that needs to be solved. Not only do they need to be solved, it needs to be a solution that's just for...

Being personable helps the customer feel like they aren't just a way to fill your pocket and feed your family. Agents in the insurance industry have a unique opportunity because this isn't just a temporary problem that you are solving. For most people, you are setting them up with a solution that is going to affect them for life.
You're setting them up that if something happens to their spouse or loved one they can still pay the bills, be given time to mourn and not be forced out of their home. There are so many points in the insurance industry where the solutions you give people can truly be a huge help during that absolutely terrible time.
A few ways that we help to build morale is literally saying thank you. Sometimes, it's forgotten that verbally stating appreciate and hard work can go a long way. We have also given employee appreciation bonus checks during Christmas. We have also given days off as appreciation for hard work....

We do have open door policies and take notice when individuals are a little off, maybe they aren't resting well or a stressed. We like to talk about those subjects up front. Even if we can't directly help, having someone to talk to always helps.
We have not done the following but I would like to. Company cookout events with attractions for their kids (like a bouncy house). Personal letters written express appreciation for the hard work.
Normally, the people that work the hardest only get rewarded with more work that no one else is doing or doesn't do well. We want to avoid doing that and make sure the entire team is pushing in one direction and towards one goal.
