If you have to choose between the three listed, then it depends on the type of business you have, and who is doing the calling. The best I have found is, sending out a letter, and following up with the phone call.

The best method of gaining new prospects, (read customers) is by referral. Make sure that every customer you do business with perceives their experience with your business as having provided a high level of value. You need to make sure that when the transaction is done, meaning the work is finished, and you are paid, that the customer, when thinking about the entire transaction, is able to say to themselves, "that was worth it". Simple, but nothing is better for business.
All the advertising, cold calling and whatever, doesn't match up.
