I have hired a data processor (work from home) to enter W-2s, 1099s, 1098s, etc. He can't complete a tax return. (He said he could) If I have to complete the return I do not want to pay him for the whole thing. How much should I pay him?

Hiring a tax professional to file your return is not like hiring a contractor to built your deck, there are no up front cost.  So if he can’t complete it you have hired an incompetent person to do the job they can’t do. I suggest you hire a real professional with reasonable price to do the job. In my office you only paid once the job is complete.

It depends on what size your client base and if you require regular hours. We have walk-in service and preparers are paid hourly for going to work. Their hours depend on experience, clients making appointments with them (retention) and their performance.
