It is definitely a Catch 22, and also depends on the state or territory. In my case, all the staff has been working since day one of the first lockdown in Puerto Rico, which happened in mid March. All lawyers have been working remotely and go to the office only if necessary. Subsequently, there has been a partial reopening in phases, but a recent increase in cases and deaths will most certainly require stricter measures by next week. There is a mandate for use of masks and a full lockdown between 10 pm and 5 am. Our main problems are the principal airport and people who fail to comply with mask requirements and social distancing. All other airports and sea ports have been closed since late March.
Finally, the upcoming school semester will be virtual and many employees, particularly government employees, are still at home since government offices have not fully reopened.
Evidently, there are many factors to consider as many have stated in their replies. However, many folks do need the unemployment income to survive, feed their kids, and meet their most basic needs.

Fortunately, after hurricane María, the firm went digital and upgraded all its technology. This required a substantial monetary investment, which has certainly yielded excellent results, particularly during the current lockdown. All lawyers have full remote access to all files and systems, including billing and invoice review. This has enabled the firm to work with no interruptions. Also, all lawyers engage in joint videoconferences on Monday, Wednesday, and Friday to discuss legal and non-legal issues. All other management and operational issues are under control and measures are being taken to comply with the government mandates. We will have to wait and see if the lockdown is extended in order to decide future moves. One thing is sure, we should all learn from this experience and always plan for the worst.
