I had a similar problem with service in a non-Hague signatory country. I ended up just sending the summons, complaint and notice and acknowledgement of receipt by certified mail to the opposing party and she signed and returned the acknowledgement voluntarily. Had this been done in the first instance, it would have saved the client $$$ on private investigator fees trying to locate and serve. Otherwise, you may need to use a service that effects service of process internationally or serve by publication.
