A bookkeeper reviews both receipts and expenditures, recording each as is appropriate into your accounting records.  A bookkeeper will prepare periodic reports of income and expenses for a business.

An accountant preforms the same tasks, but also assures that accounting standards are being followed, prepares in depth analyze of the reports, and may or may not provide insights into potential tax advantages of certain strategies.  The accountant will also often provide tax preparation services.
