My simple answer is, I provide quality service and my clients refer others to me. I make sure they leave good reviews on as many social media sites as possible and I post them on my website. This brings me more clients. Plus I am friendly, so people that befriend me also refer people to me. Expose yourself to people and even if they don't need you they may know someone that does.
