Good morning, the answer is yes. The underlying aspect is about permitted use. For most residential sales, the permitted use is very clear. Someone wants to live in a house where someone else was living. Once it's commercial the differences could vary from someone living in a home and having a small gift shop to a corporation manufacturing. In most residential sales, the governing body has already decided what can and cannot happen on that site. In commercial sales, often there needs to be further approval for the use in question.
