Higher pay for those who are working

Not only will this increase production and morale it will attract future workers to the field

There is also a stigma issue that has to be overcome. 30 years ago the trades were seen as honorable, good paying, long term careers. Many young people and parents today see it as a fall back if you aren't smart enough to go to college.
If shortages continue, supply and demand forces will increase pay automatically. A beautiful thing about construction jobs is management will never be able to outsource them to India for less cost.
