I would say that depends. Are you being pressured to give that person a referral because you're in a networking group? It boils down to who you know like and trust, trust being the main word. I've met a bunch of folks and this situation but I wouldn't send a referral cause I don't feel I know them. Then again I've given referrals to companies where I didn't know anyone because I've seen the quality of there work.
