i think we are looking at this the wrong way. We start our employees at $13.60 up to $16.00 per hour for homecare work. When employees feel the "value" of their job is diminished because the floor sweeper is making almost as must as the elder care worker it produces inequity and job... (more) i think we are looking at this the wrong way. We start our employees at $13.60 up to $16.00 per hour for homecare work. When employees feel the "value" of their job is diminished because the floor sweeper is making almost as must as the elder care worker it produces inequity and job disatisfaction. It encourages employees to work under the table for higher wages. Why? The Department of Labor and the Commonwealth need to find their way to implementing management control systems for legislation instead of just adding to the overall burden of small business. It is not just the wage. It is health insurance. It is sick time. It is the increase in EMAC DUA TAX It is the new 2018 addition of the EMAC supplement which says every employer will pay an additional $750 in tax for every employee on Mass Health. This is not a small business burden. It is a Commonwealth problem. Every employee has a Payroll Burden that is part of their employment. As the burden goes up there is less flexibility to adjust the wage. I would love to pay all of my employees $16 + / hour but i could not then compete (it is already tough) because of the lack of oversight in the homecare industry as well as the lack of oversight by the DOL and the mismanagement of the Commonwealth related to MassHealth. I have employees on my staff making over $70k a year and yet they remain on MassHealth. My margins can't take any more erosion. I need to feed my family too!

We provide homecare. Homecare is an unregulated industry in MA. Although we pay our employees pretty close to $15/hour now (and have always prided ourselves to pay at least $3 above minimum wage) moving the "minimum" directly to $15 will severely impact our ability to compete in recruiting new employees and in offering services at a reasonable rate. I am in favor of higher pay for a number of reasons and for a number of industries but i do not think it is the answer for homecare. The Commonwealth needs to get licensing back for the private homecare industry and The Department of Labor needs to investigate the Wage violations that are happening now. Fix what is broken before adding more small business burden.
